Unexpected charges for previously free downloads on iTunes Individual account

I pay a monhly fee to itunes individual account. now im asked to pay for downloading albums and songs where they were free before why?

If you have a subscription to Apple Music, you can download tracks for offline listening at no charge. These tracks will be playable offline as long as your subscription is active. The steps are in here:

Add music to iPhone and listen offline - Apple Support


If you wish to purchase non-protected tracks from the iTunes Store for your "permanent" collection, you can do so, but you will be charged for each track or album. See steps in here:

Buy music from the iTunes Store on your iPhone or iPad - Apple Support
