Unable to receive verification code

I got a new phone because my old phone broke I have tried signing into my Apple ID and it has said I need a code from my old phone number but I am unable to use it and I also can’t sign into my email to get a code because I need to have already signed into can anyone help me fix this problem

This is the situation in which you normally use one of your pre-designated “Trusted Numbers” to receive the verification code via SMS text or voice call on an alternate line.
