My son has been at school all day and not touched his phone. I have the app limit set for a max 1hr a day on YouTube and 3hr 45 for all apps daily. On checking his phone at home after school it has registered 7 hours of YouTube screen time. How is this possible?

It might be a bug. You can look at battery usage and activity by app at this path,
iPhone > Settings > Battery > Battery Usage by App and Show Activity will show if bug or YouTube is running in background and is a YouTube software issue.
Have you or another member of the Apple Family Sharing group been on YouTube?
No, have checked all other devices and no one else has been on YouTube. He was on the YouTube app this morning at approx 0630. It shouldn’t have bypassed the screen time limit running for 7hrs.
