Formatting Pages document on an iPad without moving other content

I understand that there are 2 different basic formats for Pages - a word-processing format and page-layout. What I'd like to do is learn how to place photos into an iOS (iPad) Pages document and place the text where I'd like it to be without all other text and photos moving on their own.
