You would need to ask the moderation team such "why" questions. We, your fellow end users, have no knowledge of "under the hood" issues like traffic volume; bandwidth; server space; etc. The mods' email address is in the Terms of Use we all signed to participate here— Apple Support Community Terms of Use. However, we can share our our observations.
First John Galt's "stale" comment is spot on. Technology moves fast, and a very proper answer to a question can be non-applicable if the thread is mined up months later.
Also, in my long tenure here I have observed that very few original posters (OPs) return weeks or months later to check for new responses.
If you seek questions to answer via an outside search engine, you stand a good chance of being delievered to old locked threads.
If you want to effectively help others here, there better way than relying on outside search engines:
That way, posters get faster help, current information, and can recognize your contributions with an upvote.
Discussions that become stale get closed, for good reason.
If you have a question it's always best to create your own Discussion. Based on the title of this one, I shall ask the site Hosts to move it to Using the Community - Apple Community.
If you have a specific question regarding Keychain Access or Secure Notes, you should post a new Discussion. It will get more visibility that way, and you are more likely to get the timely and specific answer you expect.
