Apple did not remove it from your device. If you have Optimized Storage turned on, then apps will automatically be offloaded if your storage space becomes constrained or the app is not used frequently. In that case, you should turn that off to prevent that from happening. In the meantime, you can still access TikTok on the web using Safari.

Correct! It will not download. You don't have the app on your phone, just a placeholder. It was either offloaded using Optimized Storage, or the link to download the app was transferred to that phone.
