So I don’t know if this is a phone issue or if I’m blocked by another iPhone user. But on iOS 18, my messages are still showing as blue after being sent but I don’t see “Delivered” will apple please come out with something that says “you’ve been blocked” let’s make our lives easier

Why is it Apple job, why don't you call said person and ask them and you'll get your answer.
You are not alerted if someone else blocks you. You are free to block anyone you want without them knowing you do not want to communicate with them. That is not Apple's responsibility to do that for you.
When you don't have anything productive to say, your first instict was to be an internet troll?
