Each region has their own App Store and their own payment requirements. Some apps and services are only available is certain regions. Having the payment method match the region set on your device is how to know you are using the correct App Store. Otherwise users could simply change the region on their device to download or use services that would otherwise not be available to them.

You can use this Support Article to change the region on your device and then add your matching payment method to use that App Store.

Yep, you are not going to be able to do that. It is not the case that you can simply change the region of your device to access apps/services that would normally not be available in that region. Be careful with providing false information as you may find that your Apple ID will become locked and you will need to create a new one.

You can only add a payment method from a bank of the same region of your device.
