Conflicting Analytics settings on iPhone 15 Pro

When I set up my IPhone 15 pro first time I turned it on, at the stage of choosing "Enable Analytics" I selected Disable. But later I noticed in Settings>Privacy&Security> Location Services>System Services all three toggle switches related to "Maps Improvement" was activated. But in Settings>Privacy&Security>Analytics all switches was disabled (I rejected all analytics settings at the initial setup). Does it mean that in System Services switches are activated regardless of whether I clink "Enable" or "Disable Analytics" at the initial stage of setting up the phone?
