ATT set up my iPhone and Setting Interrogation Succeeded voice calling forwarded when unreachable Forwards to +205*****96. I don’t know who this is.

Try disabling Call Forwarding in Settings > Apps > Phone > Call Forwarding and turn off.

If this still occurs, you should contact your carrier as they are the ones that manage your phone service.
