My personal favorites were the Dell/LG 24" 4K monitors, but those have been discontinued and are now only available used or at scalper prices.
Today I would suggest going to your favorite reseller, search for 27" 4K monitors, and sort lowest to highest cost. Maybe also filter for has-speakers. Today that advice turns up the MSI Pro MP273U 27" 4K. Haven't used it myself, but MSI is a good brand. Tomorrow might turn up something different.
1080p and 1440p are even cheaper if you are on a really tight budget.

Best bet, is to go to an electronic's retailer like BestBuy and compare displays side by side.
LG displays have always worked well for me.
One thing I suggest is to get an actual computer display and not a TV. TVs are designed for continuously changing screen content and as such are not that great for static text or images that would be more common from computers and can lead to less crisp text.
It would depend on what your primary usage is. If gaming is your priority, then you want a monitor that has a 120hz refresh rate. The higher the refresh rate, the smoother motions graphics will appear. You'll want a TN panel monitor as they offer higher refresh rates with low response times.
If you're looking at productivity or video/photo graphics processing where color accuracy is more important, then get a 60Hz monitor, but be sure to look for one that is at least 2K resolution, as close to 100% RGB, Rec. 709, and Delta E at or less than 3 like the BenQ PD2705Q 27" 2K monitor that goes for $299.

LG sells a 24" 4K display (the LG – LG 24UD58-B 24" Class 4K UHD IPS LED Monitor) for $300. It connects using DisplayPort or HDMI – instead of Thunderbolt, like previous 24" LG 4K monitors.
Unfortunately, this one is aimed at gamers, and the specifications say nothing about how well it covers sRGB. When third-party vendors omit that specification, it usually means nothing good when it comes to basic color accuracy.
I could be mistaken, but I think that some older 24" LG 4K monitors had good coverage of DCI-P3.
