Password and keychain on windows pc

I am not receiving the code for my iCloud account on my “trusted device”, iPhone to allow me to access my iCloud password and key chain approval. I followed the suggestion on a discussion about going to my settings and getting one in my sign in and security tab, there is no box for that in my settings. ?
