The answer doesn’t change. Apple is prohibited from any current or future activity with TikTok until the law is changed. Apple’s servers are disconnected from the TikTok servers until the law is changed.

If you’re in the United States, Tik tok is banned.

This has nothing to do with Apple Pay. Federal law prohibits Apple and Google (Android) from certain activities with TikTok. Until Congress changes the law, Apple’s hands are tied.
