You will find changing your region to download TikTok will result in your Apple ID being locked. You have violated Apples Terms of Use for fraudulently changing your region and may then be required to create a new Apple ID resulting in loss of data. In addition, you would not be able to download TikTok even using a different region if you device is within the geographic area of the US.

You will have to wait until either Congress repeals the law that they passed and upheld by the Supreme Court or until ByteDance divests to a US company. Currently that has not happened and there is no guarantee it will.
