How can I transfer HEIC photos from OneDrive to iCloud without losing metadata?

I have all my photo's synchronised to Onedrive. since i now want to start using Icloud insted i am trying to get them from onedrive to icloud. Witg JPG no issue, but HEIC isnt accepted. Is there a way to transfer them anyhow, without loosing essential info (location time etc.) Should i convert first (and how, we are talking lots of photo's) Or is there an alternative way?

PS, i dont have MAC or so, all windows, except my iphone.
