Macbook Pro stuck in Internet recovery

I initiated a restore to factory setting on my daughter's Macbook pro to use for myself...I have reached the Internet recovery area; pick my wifi network, it runs for 10 minutes and asks me to pick "language" from the drop down menus...i pick english and hit "next"...it then takes me directly back to Internet recovery area to pick a Wifi Network...i've tried this about 8-9 times with no luck getting to the next stage. I tried doing this by using my phone hot spot and get a "-2005F" error.

Short of taking to a professional is there any troubleshooting ideas out there? Tks

when downloading a macOS, you need as much bandwidth as possible going to the Mac. what I would recommend would be to move the Mac as close as possible to the router, and temporarily disconnect your other devices from the wi-fi and try again to download macOS.

but in the case that the MacBook Pro has an ethernet port, connect the Mac to the router with a wired connection.
