Cannot eject disc from external Apple drive

I have a Mac mini with M1 chip and an external Apple disc drive. When I inserted the disc it never stopped running. When I tried to eject it would not. It also blocks the disc utility which does not appear and the computer will not shut down until I unplug the drive.
