passwords crashes after launch in Windows 11

When I first started working on a laptop running Windows 11 Pro, I installed iCloud for Windows. Everything was working at first. But some time later, the Passwords app would crash while appearing to be downloading its database. I have tried turning off a lot of Windows security options as well as other 3rd party security utilities. Still can't get Passwords to work correctly.

I have spent a lot of time with various tech support people trying to sort this out. Apple's support says that since it is a Windows app, they don't support it. Huh??? Microsft support had no advice. Tech support people from the various security apps also gave me suggestions. None of them worked.

So, since I don't like browsers storing passwords, I am lucky to have used 1Password for many, many moons. I am continuing to use that as my primary password manager, since the standalone app works, as do the extensions for various browsers.

Anybody in the community have anything different I could try to resolve this problem?
