Why does this happen! Stop blocking safe games.

Why do we have to always have to have an apple card or Apple ID to be able to download things on a school iPad it is getting annoying don’t you guys think? especially if you’re in elementary school. My kid told me this one time he simply just wanted to download simple thing it’s not that bad of a game. I don’t understand why, it’s just a freaking game. So one day he brought it home. He said that my iPad won’t let me download a game so I asked the school why this happened. They said they have this thing called content keeper? I don’t know but it’s kind of annoying that almost every app that just has games nothing inappropriate nothing bad is always blocked. I don’t understand why it’s just a simple flipping game. If you agree that they’re just simple things I mean I understand if its like inappropriate. He alwase wants to play on my phone and of course I let him play on it, and I can’t pay for another one bc were on a tight budget.But either way, this is getting annoying.
