Sign-In pop-ups all the time

An iCloud sign-in notice pops up on my monitor about every two hours. It is NOT one of my PC auto-start programs. How can I shut off the pop-ups? Thx in advance.

You can keep using the already logged in iCloud account or use another one". Aside from being a poorly constructed message, the second sentence is unintelligible. Sonoma icloud notification settings window will not close. I recently upgraded my 2018 13" Macbook Pro to Sonoma. Every time I log into my device, I get a notification popup window telling me I need to accept iCloud's new terms and conditions. I would rather not use iCloud. Therefore I disagree. The settings window will not close until I Force-Quit the settings app. This is annoying and I consider iCloud an unsolicited intrusion on my privacy. I do not wish to trust my personal data to the Big Tech strangers who control "the cloud." How do I get rid of these utterly annoying popups forever?

A gray message with a setting wheel (trying to look like an Apple settings gear) pops up in the top right corner of my Mac screen. It varies from Norton ads, antivirus ads, msgs my computer is corrupt or has 5 viruses, etc. How do I stop it?
