Unable to back up iPhone even with enough storage space

I got a new iPhone and didn’t have room for a back up on the new phone, so I deleted the old phone back up. Now I have the 200gb data plan. My phone has 72gb full and the next back up is 42 gb.

why won’t my phone back up. All but my most used apps are turned off for back up, I’ve optimized photo storage and messages.
