i recently used Apple Cash to order shoes from footlocker.com that I’ve never received. I requested a refund from the merchant. Would I be receiving the full refund back onto Apple Cash?

Yes. Refunds from a merchant go back to the payment method used. Apple is not involved in any refunds, the merchant simply uses the banking information that was sent to them when using Apple Pay to return the funds to that bank. For Apple Cash, the bank that manages the card is GreenDot Bank.
