iCloud installer will not run on Windows 11 Surface laptop

Downloaded iCloud from the Windows Store. When I try to run it, it does nothing. It does not give any error messages. If I Run as Administrator, it asks for the credentials, but still does not run.

When I run the app for the first time, it just stands at "We're getting things ready" and stays on 0%. I waited 15 minutes and it has not changed. How to fix iCloud for Windows problems by my experience and my research it doesn’t look like anybody has been able to use iCloud for windows for over a year at least, think everybody is getting the same error The code execution cannot proceed because MSVCP140.dll was not found. Reinstalling the program may fix this problem. also Program Files WindowsApps\AppleinciCloud_14.1,108.0_X64nzy5cx40ttaa\iCloudlWeb. Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. reinstalled it a few times. And media plays features on I can’t find the answer I don’t know what to do
