Arguing with only other users on a user to user only forum, get's you nowhere. I have two iPhone's. 16 Pro and 16 Pro Max. Both work as Jeff Donald, more clearly described and I confirmed the same on my phones. There are two people in my office with 16 model phones. They both do the same.

Personally, I really don't think Apple intended for a single click to open the camera when the screen is locked on an iPhone. Imagine how many people may accidentally tap the Capture Button, if for example, they carry their phone in a pocket, who might inadvertently open the camera, which would NOT be good.
