How can I text my Android-using dad with an iPad and no phone number?

I have been trying to text my dad but I can’t because I have an iCloud or Apple ID instead of a phone number and he has an Android phone. Is there a way for me to get a phone number without restarting my iPad completely?

In short, no; to use SMS and MMS you must have a phone number. If you have an iPhone your iPad can “piggyback” off the iPhone network connectivity, but without an iPhone you would need to use a 3rd party messaging service. One option to consider is Google Voice. It’s free in the US, it gives you a phone number that can make and receive calls, and also send and receive SMS texts, RCS and MMS messages: https://voice.google.com

Restarting your iPad will not fix anything. iPads don't have functional mobile numbers.

You'll need to see if there is a third-party messaging app that will let you message him. Or, use email.
