Can't boot into safe mode in macOS El Capitan on 2008 Mac Pro

Can't boot into safe mode, can't option boot to choose startup drive. 2008 Mac Pro with four hard drives. Two have El Capitan and one has Mountain Lion.

I can boot into Safe Mode when the Mountain Lion hard drive is chosen as the startup disc.

Changed keyboard (both Apple, both wired) no joy.

Screen stays black with no noise from hard drive.

Have zapped PRAM and reset SMC, run Disk Utility, DiskWarrior etc.

Can boot into recovery.

Can anybody here suggest a course of action?

Well there is your problem. Linux addresses the EFI firmware differently than Mac OS.

A 2008 Mac doesn't support internet recovery. And while you are on the Linux side of things it won't recognize the startup sequence properly, especially if the CMOS battery or capacitor is getting old. So the Option key booting failing probably is indicative of a logicboard aging issue.

I would reach out to Mint users to see what they suggest.
