How to setup iCloud Photos to mirror Windows folder structure

I’ve got 30,000+ photos stored on my Windows PC. These photos are arranged in multiple folders, e.g. 2025, 2024, etc, or by event e.g. kids birthday parties. I want to be able to use iCloud Photos to make it easy to view my photos on my iPad and iPhone, as well as my Windows PC. What’s the best way to move them to iCloud Photos whilst preserving the existing folder structure? Can I just copy & paste the top-level folder “photos”? It helpful to have them within the existing folder structure as it makes it easy to find the photos I’m looking for.


Until now I’ve been using Apple Devices to manually synchronise photos across devices, but it’s decided that it doesn’t want to reliably copy photos any more - it seems to only sync a random selection of pictures, and sometimes will only sync videos, or only photos. Basically it’s become a complete pain in the arse!
