Can’t print to Brothers printer from cell after recent 18.3.1 upgrade. Works from our pc. Did check and have newest driver and software for printer.

Did you try rebooting everything and reconnecting to the wifi network?
There was another thread; OP had problems with their printer (upon OS update). I also had problems with my Fujitsu scanner. I had to use the cable to scan. The issue cleared up and I'm going to attribute it to the subsequent OS update.
