In the last week my iPhone continually asks for permission to access my location for various apps including the weather app. I select “always allow” and then within an hour it is asking for the same permission. This also makes it so the weather widget on my watch is not displaying. It is also zapping the battery life in my phone and watch.

Did you try to enable "While Using the App" instead of "Always" in Settings/Privacy & Security/Location Services/Weather?
If this does not work, try to force restart your iPhone and Apple Watch.

I have the same problem, starting about a week ago. Force restart of phone and watch don’t help. I’ve tried all options on location settings for Weather. Sometimes Weather disappears completely from the list. Other times it’s there, and the options are different (sometimes referring to “allow while using the app or widget” other times not referring to the widget.
