I keep getting emails that are in Chinese. The emails look like receipts from the App Store after I translate them. The only thing not in Chinese is the person's name. The email address is not my Apple ID but it seems like this person uses my email address as his Apple ID. What is going on here and what should I do if anything?

block it or report it as spam.
Block this contact and whatever you do do not reply to them
That’s the thing, it’s not soliciting anything. There’s nothing to respond to. It’s basically an App Store digital receipt coming to my email
