When I press the reset Face ID it tells me that Face ID cannot be reset until a stolen device is off and I checked and no device is at stolen mode, I don’t know how to reset my Face ID at this point

Are you sure that it’s not citing “Stolen Device Protection” ?
If so, that feature is controlled and managed from Settings -> FaceID & Passcode.
