It indicates you have notifications for this person set to off. Drove me crazy once trying to figure out why my wife's notifications weren't working only in iMessage. Unfortunately, I don't remember the fix. Let me do some research.
Edit: Found it. In my case, it was number 2;, the "mute conversation".
