So under specific conditions you can get the magnifier ball, used to select or highlight text, stuck in the place where it was opened. You can’t remove it unless you reopen the app

Try powering down your iPad completely and restarting it (so the Apple icon appears).
Also make sure you have updated to the most recent versions of iPadOS and Numbers.

This is the first I have heard someone say they know how to make it happen. There have been plenty of posts about it happening but none that I recall where they knew why or how. If you know how to make it happen, that might be big news. In the Mac OS version there is a menu item for providing Apple feedback (including bug reports). If you can do that on an iPad, please put in a bug report and maybe they will fix it.
