How can I stop Apple Intelligence from waking me up?

How can I let Apple Intelligence know that, under no circumstance, an email from a delivery from Ali Express at 4AM merits to make my phone and watch vibrate?

Why does it believe that it “might be important” and is so lost that it wakes me up to know that the 25 pairs of white socks I ordered are coming?

Your iPhone uses on-device intelligence to determine which messages are important for you to read immediately and which are not and can wait.

This is the Intelligent Breakthrough and Silencing which you have enabled for the Sleep Focus. You can disable it by going to Settings > Focus > Sleep > Turn off Intelligent Breakthrough and Silencing. This will ensure no messages will breakthrough and notify you.
