iTunes was installed for Windows 10 through the Microsoft Store. iPhone is not recognized and is not listed in the Device Manager.
I attempted to re-install the driver in C:\Program Files\Common Files\Apple\Mobile Device Support. I have NordVPN, so I did split-tunnel the itunes processes. I attempted to re-install iTunes but still get the same error.

If you're using the Microsoft Store version of iTunes the device driver stuff is all supposed to be magical and hidden. If you want to use a standard Windows driver switch to the regular installer.
