Why can’t I download an app without asking for permission?

Why phone will not let me download apps without asking out permission but then it don’t send a link for my parent to approve how can I fix this

App Store Request to download My daughters phone is connected to mine under Family in my settings. She needs my permission to download apps from App Store. However when she presses “Ask”, my phone isn’t getting notifications to approve it. Any idea’s!
