Every time I’m trying to sync my mp3s on my IPhone it either skips files or just says I don’t have privileges to access. I’m not sure if it has something to do with ICloud syncing music or something but it’s preventing me to add playlists onto my phone and songs are missing from syncing.

Unchecked tracks are skipped during normal track to track or shuffle playback. They are also usually omitted when syncing over USB or Wi-Fi. If you have a subscription to Apple Music or iTunes Match then iCloud Music Library or Sync Library would normally be enabled both in your computer and the device so that updates sync across automatically and you don't need to connect the device to update it.

Fine, if you don't have a subscription to Apple Music or iTunes Match then iCloud isn't involved. See the user tip I posted. You will likely need to clean content from the device then sync to it again over USB.

I’ve done that as well and the same issues apply. I’ve also contacted Apple to fix this and even they didn’t know, I had problems syncing and I had to figure that out myself. So now while I can sync, I now have issues adding the songs on those playlists.
Did you clear items from the device using Settings > General > Device Storage > Music > Edit before attempting to sync them again? If that hasn't resolved things have you tried the more comprehensive approach suggested?

I don’t use Apple Music or have a subscription, I just want to sync all of the selected music on my playlists I check on my I-Tunes. I use USB on my PC in order to sync.
