Using an iPhone 13, how can I add a pre-existing "Name" and "Password" of a website I'm using to Keychain? I believe this is where this info is stored, correct?

As Lawrence states, your iCloud Keychain is no longer in the Settings app. It is now its own dedicated app. When you updated to iOS 18, it should have been installed. Look for the app with a set of keys.
Keychain has morphed into the Passwords app in iOS 19. It is a separate app on your Home Screen.
