Voice accessibility feature turns on after

It seems like every time my iPad updates. It turns on the voiceover accessibility function, no matter what I do to find a solution. I can’t fix the problem. I already know how to turn the VoiceOver off after much struggling, but it always seems like it does this after every update. What can you do to prevent it from happening again?
