Ads appearing in arcade game

I have a game that is part of Apple Arcade. The Arcade symbol comes up when I start the game to indicate it is an arcade game. Recently, I am seeing ads in that game for other arcade games by the same publisher. It is annoying and distracting. Is this allowed? I thought if the game was delivered through Apple Arcade I shouldn’t see ads.
