Can't accept iCloud Terms and Conditions on iPhone 8 with iOS 16.7.10

The phone is up to date, but when I click 'continue' in order to accept the new iCloud Ts&Cs, I'm told 'Cannot Complete Action', this action cannot be completed at this time.

I see Icloud works fine there isn't any issues or any messages appeared on Icloud on my pc when I checked Icloud on my pc found everything works fine every data sent correctly .
