icloud passwords app on pc windows 11

For months now I am unable to access or manage passwords on windows 11. Whether i select 'manage passwords' in the drop down menu from a password field or if I select from the extension menu, along the task bar its clear the app is open. however, when I go to maximize or view the window, nothing is visable. When I hover over the task bar I can see that the app is open, but selecting it does nothing.
