Completed Reminders Keep Appearing on Apple Watch But Nowhere Else

For some reason Reminders that I have marked as completed keep showing up later on my Apple Watch. For example, I have a daily recurring reminder to make ice at Noon and 4:00 PM. I marked both of those reminders as completed when I made the ice at the appointed time. Both of those reminders reappeared on the Watch but not on my iPhone, iPad, MBA or iMac or on iCloud.com. Oddly, these phantom reminders are not active. Clicking on "Completed" does nothing. The reminder just sits there.

So, I decided to restart the watch to see if they would go away. They did not. In fact, several reminders from earlier in the day (Exercise at 7:25 AM. Medication at 8:20 AM) also showed up and were equally unresponsive. Also, a Notification about a charge to my Apple Card, which I had read and dismissed this morning, also showed up.

Where is all this coming from and how can I get it to stop?
