Why is Nebula App still available on the App Store despite reports?

I wanted to raise awareness (and ask for help or clarification) about an issue I experienced with an app called Nebula: Horoscope & Astrology that is still available on the App Store.
I downloaded it expecting a fun personality test and paid $1 for a soulmate reading. However, a few days later, I was charged $39 without any warning or agreement to a subscription. There was no clear indication during checkout that this was recurring or even part of a subscription model.
When I tried to cancel through the app, the “My Plan” screen just showed a loading spinner and nothing else. There was no way to unsubscribe, and support never responded to my messages. I had to cancel my card through my bank to stop further charges.
After digging around online, I found dozens of similar complaints — unauthorized charges, fake reports, and no way to cancel. Some users reported identical "personal" reports being sent to everyone.
What concerns me is that this app is bypassing Apple’s native subscription system by using external processors. That makes it harder for users to cancel or report the problem through Apple.
My question is:
Why is this app still allowed on the App Store?
Is there a way to officially report this to Apple so it can be reviewed for violating App Store policies?
Would appreciate any advice or escalation path. This seems like a clear violation of trust, and I’m honestly shocked it’s still up.
