A. Turn Off All VPNs:
Are you using a VPN connection? If so, disconnect from it.
B. Update your Devices:
Are all of your devices up-to-date? If not, back them up, and them perform the update.
C. Go here: If you can't Connect or sign in to iCloud - Apple Support
D. Check Apple System Status:
