Apple is not asking, they are not a bank and has reason to ask for your SSN (Social Security Number). This has nothing to do with Apple Pay. Apple Cash is a financial instrument regulated by federal and state regulations.
Why is positive ID required?
The Patriot Act requires that lenders, banks etc obtain a confirmed ID.
