Writing side by side document - bilingual agreement

I'm writing the bilingual agreement which has the agreement text in one language on the left side and same translated content on the right side. I was planning to use 2 column table for this purpose but for some reason the cell content is not overflowing to the next page but it's just hidden.

Pages will not split row content across page boundaries as would Microsoft Word or LibreOffice Writer. It splits on row boundaries, and as you have used one row for the entire page, it will be stuck at the bottom of the page.


Then, there is the Text box solution where one duplicates two full-page adjacent Text boxes across multiple pages, intending to downward link the left and right Text boxes to keep the languages separate. One can do this, but the second Text box on the first page will always want to be 2⃝ and receive the overflow from the first Text box.


One avoids this by clicking on that second Text box and choosing Remove from Thread. It then becomes a red 1⃝ and when you click each Text box on the second page, each becomes the 2⃝ of its Text box alignment and color. That allows your language to flow across the page boundary into its corresponding vertical counterpart Text box for as many pages as you need. The Text boxes can be grouped for duplication purposes across page boundaries, but one cannot apply Text box linking to grouped Text boxes.
