Lengthen time of phone ringing before it goes to voicemail

I found a thread on this with a number of comments saying the question had been answered, but all I could see was a disagreement as to whether it was the phone or the carrier that was the cause. I could not see any instructions that relate to the phone itself. I guess they are there somewhere but please could someone repeat them.

The reason why the cellular provider controls the length of time before Voicemail is because the voicemail is actually being recorded on their servers and are just sent to your phone. Some people think that their phone is like an answering machine and the calls are being recorded on the phone after it rings a certain number of times. That is not true. The phone rings when your cell provider tells it to ring and your phone gets a voicemail notification when your cell provider sends it to you.
