Sorry, no. the Apple Music's subscription service library's existance is entirely dependent on the subscription being active. If it gets canceled or expires or cannot be renewed everything is deleted.
You would need to recreate the library manually again.
Content not obtained from the subscription service, such as purchases and music synced directly from a computer should not have been removed.
If you were using the iCloud Music Library feature to sync the library from another device or computer, make sure it's turned on in Settings ➜ Apps ➜ Music ➜ Sync Library.
This only covers music bought from iTunes, or ripped from CDs.
