Can’t download free apps on Apple Store without adding a payment method

This is so frustrating forcing people to add bank card for payment method for free apps is really so insane and not only they forcing people to add payment method on top of that when I still try to add bank card they still declined it . Which is so annoying !!! Samsung and other android seems to be better than this **** forsaken Apple products
